The purchase of a new home is an exciting time for families. A new construction home is exciting for many reasons, it may be the new appliances to the new floors or some people are upgrading from an older home which has little energy efficiency. My family recently upgraded from a home built in 1988 to a home built in 2011 so for myself it was real close to being new construction home. As a home inspector I understood the improvement in the insulation R-values we would receive in the new home and the higher efficiency hvac equipment. Builders have several priorities when building homes and for most, the number one priority is profit. When I was younger I had the misguided thought that builders were like most companies that have management in the office, but I thought they employed the guys in the field as well. Well as I learned more about the business I realized the builders are more like a contract management company. Generally speaking they watch the money and manage all of the various trades which are performed by subcontractors who most times win their bid because its the lowest. These subcontractors have their own management and employees and subcontractors. Its a long list of responsibilities being shifted around and if the management employed by the builder is understaffed or just not structured properly they lose a lot of quality control.
Now you would think the local building officials would stay on top of the “code” issues for new construction inspections. Unfortunately the local codes officials are also over worked and understaffed and have a hard time keeping up with the constant minor and sometimes major issues these various trades are inconsistently producing.
